A redevelopment proposal aims to transform the Historic Gas Plant / Tropicana Field district under a $6.8 billion plan, with emphasis on mixed-use development, cultural space, and housing. Meanwhile, a new $59 million Second District Court of Appeal Courthouse is nearing completion in downtown St.

Petersburg, with an expected public opening in December 2025. Also in downtown planning, the 2025 Downtown Development Guide was released, highlighting revised zoning, infrastructure enhancements, and efforts to balance growth with livability.

🚨 Governance & Public Policy

The City Council has postponed its vote on adopting two new flag designs — the “Harmony” (LGBTQ+ inclusive) and “History” (honoring Black heritage) flags — pending broader public discussion. In response to mounting resident complaints over unusually high utility and water bills, a council committee approved a management review of the billing and collections department to enhance transparency. Meanwhile, utility rate increases (8–9%) took effect October 1st for water, sewer, stormwater, and waste services, prompting city outreach and aid programs.

🌊 Infrastructure & Resilience

The city is advancing plans to repair, maintain, and modernize stormwater and drainage systems as part of flood resiliency efforts. With the Tropicana Field roof severely damaged by Hurricane Milton, the city approved a $22.5 million replacement contract earlier this year. In addition, the city is exploring its future power utility model as its current franchise agreement with Duke Energy approaches renewal, weighing possible transitions to municipal ownership.
